భూ భారతి-2024 బిల్లు, ROR చట్టం అని కూడా పిలుస్తారు, పేదల భూమి హక్కులను పరిరక్షించడం మరియు మునుపటి భూ రిజిస్ట్రేషన్ వ్యవస్థల లోపాలను సరిదిద్దడం లక్ష్యంగా పెట్టుకుంది.
రాష్ట్రంలో భూ రికార్డులు, రిజిస్ట్రేషన్లు, రెవెన్యూ వ్యవస్థను సంస్కరించేందుకు రాష్ట్ర ప్రభుత్వం బిల్లును తీసుకొచ్చింది.  
గత బిఆర్‌ఎస్ ప్రభుత్వం తీసుకొచ్చిన భూమి రిజిస్ట్రేషన్‌ల కోసం ఉపయోగించిన ధరణి పోర్టల్‌ను కూడా ఈ బిల్లు భర్తీ చేస్తుంది.

ఈ చట్టం ఆధార్ కార్డుల తరహాలో ‘భూధార్ కార్డుల’ జారీని సులభతరం చేస్తుంది, పత్రాలను సూచించడాన్ని సులభతరం చేస్తుంది.
ఈ చట్టం భూ యజమానులందరికీ పాస్‌బుక్ పొందేలా చేస్తుంది. ఇది మ్యుటేషన్‌లో లోపాన్ని కనుగొంటే వ్యక్తులు అప్పీల్ చేయడానికి అనుమతిస్తుంది. వివాదాల పరిష్కారానికి ప్రతి జిల్లాలో రెండు స్థాయి యంత్రాంగం ఉంటుంది. కోర్టును ఆశ్రయించాల్సిన అవసరం లేకుండా పరిష్కారాన్ని కనుగొంటామని హామీ ఇచ్చారు.
రిజిస్ట్రేషన్ ప్రక్రియ ముగిసిన వెంటనే భూ యజమానులు మ్యుటేషన్ సర్టిఫికేట్ మరియు పాస్‌బుక్ పొందుతారు. మ్యుటేషన్ సర్టిఫికేట్ బహుళ రిజిస్ట్రేషన్‌లకు వ్యతిరేకంగా తనిఖీ చేయడానికి మ్యాప్‌తో వస్తుంది.
కొత్త చట్టం ‘సాదా బైనామా’ (వ్యవసాయ భూములను కాగితాలు లేకుండా కొనుగోలు చేసిన మరియు విక్రయించే) కింద క్రమబద్ధీకరించడానికి కూడా అనుమతిస్తుంది.

The Bhu Bharati-2024 Bill, also known as the ROR Act, aims to protect the land rights of the poor and rectify the flaws of previous land registration systems.
The state Government has brought the bill to reform the land records, registrations and revenue system in the state.  
The bill also replaces the existing Dharani Portal which was used for land registrations as brought by the previous BRS government.
About Telangana Bhu Bharati (Record of Rights in Land) Bill, 2024:
The Act will facilitate issuance of ‘Bhudhar Cards’ on the lines of Aadhaar Cards, making it easy to refer to the documents.
The Act will ensure all the land-owners get a passbook. It allows people to make an appeal if they find an error in the mutation. There will be a two-level mechanism in each district to take care of the disputes. It promises to find a solution without having to go to court.
Landowners will get a mutation certificate and passbook immediately after the registration process is over. The mutation certificate comes with a map to check against multiple registrations.
The new Act will also allow for the regularisation of the lands under ‘sada bainama’ (agricultural lands bought and sold without papers).
